Georgia is not among the states that expanded the category of population covered by Medicaid, whose rising costs are unsustainable. Total Medicaid spending in FY 2016 was $574.2 billion; in FY 2017 it was $596 billion “and continues to grow.” Still, doing nothing is not an option. There are steps Georgia can and should take at the state level to help provide quality, affordable care for more Georgians. Panel 1: Certificate of Need Reform

10:40 – 11:50 Session II Responsible Pension Reform in Georgia In 2017, Georgia’s budget included $223 million for the Teachers Retirement System to improve its financial security. This year, Governor Nathan Deal’s FY 2019 budget included another $361.7 million. Why is this happening? How much longer will Georgia taxpayers have to pump money into the TRS? What assurances do Georgia teachers entering the profession have that their benefits will be there when they retire? Buffet 12:20-1:10 Luncheon Keynote Pensions: Keeping Our Promises, Protecting the Public The Wall Street Journal called Reed “A Liberal Mugged by Pension Reality.” During his two-term tenure as mayor of San Jose (2007-2014), Reed introduced and passed more than 80 fiscal and open government reforms, including a comprehensive pension reform bill that was approved by the voters in 2012. Known alternatively to voters as “Captain America,” “Mr. Integrity,” and “the Green Mayor,” Reed’s work on pension reform in America’s 10th-largest city has paved the way for many other cities to tackle their own fiscal retirement planning. 1:30-3:00 Session III Education – Business Takes the Lead Education choice is a slow creep in Georgia, as innovators often must drag establishment ‘educrats’ forward into the future. Understanding that the vast majority of Georgia’s students will continue in public schools, and that a college degree is not for every young Georgian, policymakers and businesses are helping students succeed by tailoring their talents within traditional environments.
